Plainville man charged with selling heroin

Southington Police have arrested a Plainville man on charges that he was selling heroin in and around town.

On Thursday, June 19, police arrested Fernando Vasquez, 22, of Plainville, following an investigation that spanned several months.

He was charged with three counts of the sale of narcotics. He was held on a $300,000 bond with a June 20 court date.

Vasquez was taken into custody in Bristol, where he was meeting with his parole officer. Vasquez was on probation for a prior drug related conviction.

State senator wants change in law that let accused murderer out of prison

State Senator Jason Welch (R-31) released a statement Wednesday after Republican Senators called for a change to the Connecticut’s flawed Risk Reduction Earned Credit program.

On Tuesday, a press release from Welch explained, a judge in New Britain arraigned Arthur Hapgood, a beneficiary of the RREC, for murdering his infant niece. Hapgood was released 233 days early after he failed multiple drug tests and continued to demonstrate disturbing behavior while incarcerated.

“Justice is underway for a little girl from Bristol whose life was senselessly cut short,” said Welch in his news release. “No policy change can retrieve a life that has already been destroyed. However, the state has an obligation to change a system which released a dangerous felon, who obviously had not been rehabilitated, before he served his full term. Criminals are taken off our streets for a reason. They should stay off our streets, and the State of Connecticut should keep its promise to the victims and their families.”

The RREC is the state’s latest attempt to reduce recidivism, said the news release from Welch’s office. The program launched in 2011. Many risk reduction credit recipients have gone on to commit heinous crimes shortly after release, according to Welch’s news release. Republican Senators are looking to address this public safety concern.

The 31st Senatorial District includes Bristol, Plainville, Plymouth, Thomaston, and Harwinton.

In Southington: Man in military jacket prompts school lockdown

SOUTHINGTON, Conn. (AP) _ A Southington middle school has been locked down when a staff member reported seeing a man in a military jacket in the building.

The man wearing the suspect jacket in the John F. Kennedy Middle School on Tuesday was a student.

The New Britain Herald reported (http://bit.ly/1o2MDJ2 ) that the school was placed in lockdown for two hours.

Sgt. Jeffrey Dobratz said the man didn’t look as if belonged in the school, but that there was no threat.

The student was not identified and was not charged.

Bristol woman tries to stab staff at Kohl’s

 A Bristol woman was arrested on an assortment of charges after she tried to steal a few hundred dollars worth of jewelry from Kohl’s and then attempted to stab the store’s loss prevention personnel when confronted.
According to police, on Saturday, Oct. 11, Dianne S. Hebert, 62, of last known address 19 Jacob St., Bristol, entered the Kohls store on New Britain Avenue and made her way to the women’s clothing department, where she used a pair of scissors to cut off security tags.
“When they confronted her, she did not cooperate,” said Plainville Police Dept. spokesman Lt. Eric Peterson.
Peterson said Hebert fled the store when confronted, tossing the jewelry, worth $358, into bushes near the entrance. Hebert then swore at and pushed the employee that had tried to stop her. Hebert then reached into her purse for the scissors, which she attempted to stab the employee with.
Kohl’s employees were able to subdue Hebert by pressing her against a wall. She did not immediately drop the scissors.
Hebert was charged with first degree robbery, criminal attempt to commit second degree assault, third degree assault, second degree threatening, possession of a shoplifting device, sixth degree larceny and second degree breach of peace. She was held on a $75,000 bond with an Oct. 14 court date.
