A large amount of drugs were seized on Whiting Street and a Plainville resident was arrested on numerous drug charges as police announced they busted a drug factory onThursday.

Following an investigation into drug dealing in the center of Plainville, on Oct. 1, police said members of the Plainville Police Department’s Detective Division executed a search and seizure warrant at 16 Whiting St., Apt. 34.

Discovered within the apartment, police said, was approximately 1.23 pounds of marijuana; 42 grams of hashish; 5.8 grams of heroin; 7.3 grams of cocaine; $9,290 in suspected drug proceeds; drug paraphernalia; and packaging material indicative of drug sales.

The resident of the apartment, 20-year-old Marcus Champagne, was placed under arrest and charged with the following offenses, said police: possession of greater than four ounces of marijuana; possession of marijuana with intent to sell; possession of cocaine; possession of cocaine with intent to sell; possession of heroin; possession of heroin with intent to sell; possession of a controlled substance (Xanax); operating a drug factory; possession of drug factory paraphernalia.

Champagne was held on a $250,000 bond and was scheduled to appear in Bristol Superior Court on Oct. 2.

Woman arrested, accused of assaulting elderly woman, dog

A Plainville woman is accused of assaulting an elderly neighbor and the neighbor’s dog.

Police said Oct. 23 at about 6 p.m., officers responded to a report of an assault. The investigation by officers revealed that a 62-year-old female resident of the apartment complex at 234 East St. in Plainville was home by herself when she heard a knock at her back door. Police said the resident opened the door and observed a woman whom she did not recognize and was not familiar with.

This woman was later identified as 56-year-old Lynn C. Mansfield of that same apartment complex, 234 East Street apartment 8 in Plainville, said police.

As the resident opened the door, police said her Chihuahua got loose and ran outside. For an unknown reason, according to police, Mansfield proceeded to twice kick the dog.

Officers later determined that the dog did not sustain any injuries, said police.

Police said Mansfield then pushed the resident, causing the resident to fall to the ground. As the resident got up off the ground and attempted to retrieve her dog, police said Mansfield grabbed the resident’s arm and closed the door on it causing her a great deal of pain. The resident was able to free herself and Mansfield began to punch the door while yelling expletives, said police.

The resident went to a neighbor’s home for help when she no longer saw Mansfield in the area, said police.

As a result of the random and unprovoked assault, said police, the resident was transported by an ambulance to the hospital where it was determined she suffered from a sprained wrist, several hematomas to her arm, and a hematoma to her shoulder.

Officers located Mansfield a short distance away and when they attempted to speak to her they noticed she was incoherent, said police. As officers tried to gather additional information, police said Mansfield opened the door to the K9 sergeant’s cruiser and stated that she wanted the police dog to be “free.” Officers had to physically restrain Mansfield when she tried to open the door a second time, said police.

Due to Mansfield’s actions that day, she was transported by ambulance to the hospital on an emergency committal.

An arrest warrant application was also completed. On Nov. 9, Mansfield surrendered to police and was charged with assault 3rd of victim 60-plus, assault 3rd degree, cruelty to animals, interfering with an officer, and breach of peace 2nd degree. She was released on a $10,000 non-surety bond and she is scheduled to appear in Bristol Superior Court on Nov. 23.

Pair charged with fraud

Two men were arrested by Plainville police in connection to a fraud investigation involving a now defunct property management firm.

Police said they received complaints starting March 15 from several condominium associations in Plainville and Bristol regarding missing funds from their bank accounts and other suspicious activity involving the now defunct property management company, D & H Management, previously of 55 Whiting St. in Plainville.

With the assistance of fraud investigators from Farmington Bank and Webster Bank, police said Plainville detectives conducted an extensive investigation into the finances of the 26 condominium associations. The investigation found evidence that between January 2014 and March 2015, the owner of D & H Management, 36-year-old Devin Hill, conducted 133 unlawful cash withdrawals, diverted 343 checks, and wrote 105 checks to a fraudulent account that he created, wrongfully appropriating $275, 527.51. It was also discovered that Hill received assistance from two co-conspirators including a former employee of D&H Management, 26-year-old Dereck Cutone.

On Dec. 7, police said Devin Hill was arrested and charged with larceny first degree, conspiracy to larceny first degree, conspiracy to larceny second degree, and identity theft first degree. He was released after posting a $150,000 bond. He is scheduled to appear in Bristol Superior Court on Dec. 21.

On Dec. 7, police said, Dereck Cutone was arrested and charged with conspiracy to commit larceny second degree. He was released on a $5,000 non-surety bond and is scheduled to appear in Bristol Superior Court on Dec. 21.

Connecticut State Police release New Year’s enforcement data

HARTFORD, Conn. (AP) _ Connecticut State Police responded to more accidents and issued more tickets for distracted driving and speeding over this year’s New Year’s holiday than during the same period in 2015.

Increased enforcement began Thursday on the state’s roadways and ended at midnight on Sunday.

As of 8 a.m. Sunday, state police say troopers were dispatched to more than 175 total accidents. Trooper Kelly Grant says 20 of the crashes included injuries with one fatal. There were 158 accidents during the holiday period of 2015, including 28 with injuries and no deaths.

Troopers wrote 853 speeding tickets this holiday season along with 27 seatbelt violations. In 2015, 726 speeding tickets were issued and there were 22 seatbelt violations.

Almost Home founder surrenders to police on animal cruelty charges

Meda Talley, founder and owner of the animal shelter Almost Home, surrendered to the Plainville Police Department last Monday.
According to the arrest warrant, Talley faces 24 counts of neglect (Sec. 53-247), and was released on a non-surety bond. She is scheduled to appear at Bristol Superior Court on March 7.
On Dec. 2, the town seized 20 dogs and 23 cats at Almost Home after reported complaints of overcrowded and unsanitary conditions, poor air quality, dirty drinking water, and lack of exercise for animals, etc. These complaints were expressed in sworn statements made by people who witnessed the conditions of Almost Home.
According to Talley’s arrest warrant, part of the Connecticut General Statute “Cruelty to Animals” (Sec. 53-247) states that an individual is guilty of that statute if he or she “fails to supply any such animal with wholesome air.” As stated in the warrant, all of the animals that were seized at Almost Home “were forced to breathe in air that had the overwhelming odor of urine and feces.”
Another part of the statute says that someone is guilty of cruelty to animals if he or she “fails to give such animal proper care,” and the warrant stated that many dogs in the shelter did not receive proper veterinary care.
“The animals were not being cared for properly,” said Plainville Police Chief Matthew Catania. “The animals were not being treated as they should be, and this should not be ignored as if everything was fine in that facility.”
Meanwhile, Judge James Abrams of New Britain Superior Court recently refused to hear the emergency contempt motion that Almost Home requested against the town until all of the animals are adopted out, said Town Manager Robert Lee.
On Dec. 16, the town filed a petition to the court, requesting custody of the animals to find them better homes. The town and Almost Homereached an agreement on where the animals would go in mid-January.  But as of last Wednesday, two animals had yet to be adopted out, said Lee.
Last month, Almost Home requested an emergency contempt hearing from the court, stating that the town “intentionally delayed releasing the animals, as per agreement, for the sole purpose of increasing the damages in the lawsuit.” The town of Plainville filed a civil suit against Almost Home last month to cover the costs involved in taking temporary care of the 43 animals it seized in December.
Attorney Robert Zeigler, who has defended Almost Home, previously said the civil suit is “a waste of taxpayers’ money” and that the shelter has no assets to give. plainville police
