Police blotter for the March 8 edition

The Plainville Police Department announced the following arrests and citations from Monday, Feb. 25 to Saturday, Mar. 2:

  • Aric C. Daley, 27, of 31 Garden Ter., Bristol, was arrested on Monday, Feb. 25, and charged with sixth degree larceny, conspiracy to commit sixth degree larceny, interfering or resisting with an arrest, attempting to run from police, failure to obey traffic signals, and operation of a motor vehicle under suspension.
  • Michael D. Shea, 57, of 78 Harold Rd., Farmington, was arrested on Monday, Feb. 25, and charged with sixth degree larceny, and second degree breach of peace.
  • Kekey W. Carnes, 36, of 66 Atwood St., Plainville, was arrested on Tuesday, Feb. 26, and charged with second degree harassment.
  • Jose Alvarado, 48, of 190 Washington St., New Britain, was arrested on Wednesday, Feb. 27, and charged with second degree failure to appear, fifth degree larceny, and first degree failure to appear.
  • Lindsey D. Rimmer, 32, of 9 Fox Rd., Plainville, was arrested on Wednesday, Feb. 27, and charged with operation of a motor vehicle while under the influence.
  • Ashlee A. Beisel, 23, of 15 Hamlin St., Plainville, was arrested on Thursday, Feb. 28, and charged with fifth degree larceny.

Social Security warns of scam

The Social Security Administration and its Office of the Inspector General (OIG) launched a joint Public Service Announcement campaign addressing a nationwide telephone impersonation scheme.

A press release from the organizations reported Social Security and the OIG continue to receive reports from across the country about fraudulent phone calls from people falsely claiming to be Social Security employees. Calls can even “spoof” Social Security’s national customer service number as the incoming number on the caller ID.

The new PSAs will air on TV and radio stations across the country to alert the public to remain vigilant against potential fraud,” said the news release.

“We urge you to always be cautious and to avoid providing sensitive information such as your Social Security number or bank account information to unknown people over the phone or Internet,” said Nancy A. Berryhill, acting commissioner of Social Security in the press release. “If you receive a call and are not expecting one, you must be extra careful – you can always get the caller’s information, hang up, and contact the official phone number of the business or agency the caller claims to represent. Do not reveal personal data to a stranger who calls you.”

Social Security employees do occasionally contact people–generally those who have ongoing business with the agency–by telephone for business purposes. However, Social Security employees will never threaten a person or promise a Social Security benefit approval, or increase, in exchange for information.

In those cases, the call is fraudulent and people should not engage with the caller. If a person receives these calls, he or she should report the information to the OIG Fraud Hotline at 1-800-269-0271 or online at https://oig.ssa.gov/report.

“These calls appear to be happening across the country, so we appreciate SSA’s partnership in this national public outreach effort,” said Gail S. Ennis, the Inspector General for the Social Security Administration in the press release. “Our message to the public is simply this: If you or someone you know receives a questionable call claiming to be from SSA or the OIG, just hang up.”

Fatal accident reported on Route 72

Connecticut State Police Troop H reported that a fatal motor vehicle accident occurred on Route 72, involving a four door sedan.

“The accident reconstruction team is in route to the scene,” according to Troop H officials. “Route 72 east to I-84 east will be temporarily closed.”

More information will be released when available.

Connecticut State Police Troop H reported that a fatal motor vehicle accident occurred on Route 72 on Thursday, Apr. 4., involving a four door sedan.

The vehicle was headed “eastbound, two-tenths of a mile east of exit 3,” on Route 72. The vehicle “failed to maintain it’s lane,” and “went through the metal beam guard rail on the right shoulder, then struck a cement bridge abutment.”

After the collision, the vehicle “became fully engulfed and sustained disabling damage,” and the driver “sustained fatal injuries.” The identity of the driver is not yet confirmed.

According to Troop H, the accident is under further investigation.

Police report mailbox break-ins

The Plainville Police Department announced that between the hours of 3:30 p.m. on April 27 and 7:30 a.m. on April 29, the United States Postal Service collection mailboxes on the corner of East Main Street, at Hough Street and Whiting Street in front of the Plainville Post Office, were broken into, and several pieces of mail were stolen.

Officers suggest anyone who may have dropped checks or financial information into those boxes around those hours put stop payments on the checks and a freeze or fraud alert on any potentially affected bank accounts.

For those who may have been the victim of identity theft or fraud, officers encourage residents to report the incident. In addition to investigating the theft or fraud, police will be able to provide literature to help assist with safeguarding personal information.

The two incidents of theft of mail are currently under investigation and may be related to recent similar thefts of mail throughout Connecticut.

Police ask anyone who may have information to contact the Plainville Police Department detective division at (860) 747-1616.

Police investigate mail thefts from 2 Plainville mailboxes

The Plainville Police Department is investigating a two incidents of mail theft in downtown Plainville.  Thieves broke into a mailbox on the corner of East Main Street at Hought Street and another on Whiting Street in front of the Plainville Post Office.

The thefts occurred between 3:30 p.m. on Saturday, April 27 and 7:30 a.m. on Monday, April 29. The mailboxes were broken into, and several pieces of mail were stolen.

“We suggest anyone who may have dropped checks or financial information into those boxes around those hours to put stop payments on the checks and a freeze or fraud alert on any potentially affected bank accounts,” police posted on their website.

Police are urging residents to report any possible incidents of identity theft or fraud that might come as a result of these thefts.

Bristol courthouse to close; Plainville cases will shift to New Britain

Bristol Superior Court will be closing its doors in August. Most open cases will shift to New Britain.

Effective Friday, Aug. 30, Bristol Courthouse, 131 North Main St., will be closing. All cases from Bristol will be heard at the New Britain Judicial District Courthouse, effective Tuesday, Sept. 3, 20 Franklin Sq., New Britain.

The news was announced by Patrick L. Carroll III, chief court administrator, on Monday, April 29.

Bristol mayor Ellen Zoppo-Sassu said that all employees would be transferred to new locations, with the majority heading to New Britain.

Connecticut Judicial Branch officials stated that they have already started working with Zoppo-Sassu, Chief State’s Attorney Kevin T. Kane, and Chief Public Defender Christine Perra Rapillo to “facilitate the closing of” the Bristol courthouse (Geographical Area 17), and the “transfer of those cases to the New Britain courthouse” (Geographical Area 15).

Sen. Henri Martin (R-22) said that he was a little disappointed to hear about the closing, but that everyone is trying to find ways to save money. In his opinion, the closing of GA 17 probably “made the most sense” when examining the numbers and activity.

According to state officials, the Bristol courthouse saw 4,524 cases from July 1, 2017, to June 30, 2018. State officials said that the closing of the Bristol courthouse will save the state $146,776 annually, as that was the cost of leasing the building.

Currently, the New Britain courthouse receives cases from Berlin, Newington, Rocky Hill, and Wethersfield. GA 15 saw 27,227 cases from July 1, 2017 to June 30, 2018.

Plainville Police Chief, Matthew Catania, said that because the majority of the department’s work is seen in Bristol, they’ll be sending cases and detainees to GA 15. When the decision was made, he was contacted by a state attorney and has since begun working with GA 15 to “get a feel for the process.” Because the change is new, he said the department will be going “step-by-step to determine what the process looks like.”

Catania said that he doesn’t see or anticipate the change having an impact on the general public.

“Our clients’ ability to physically get to the courthouse is always a concern when a facility is closing. However, the consolidation of the Bristol docket into the New Britain Judicial District courthouse presents an opportunity to maximize our limited staffing resources and potentially provide better service,” Perra Rapillo said in a press release. “The public defender’s office will work with the judicial branch and the Bristol community to help our clients successfully navigate the transition to the new location.”

Police participate in Click It or Ticket campaign through June 2

The Plainville Police Department announced it will once again participate in the national highway traffic safety administration (NHTSA) “Click It or Ticket” campaign between May 20 and June 2. The PPD will conduct enhanced patrols specifically seeking out motorists who are not wearing their seatbelts.

These patrols will consist of spotter assisted checkpoints, stationary and mobile patrols.

The annual campaign kicks off at the beginning of the summer, concurrent with one of the busiest travel and holiday weekends of the year. State and local law enforcement remind motorists to buckle up and stay safe.

“As the Memorial Day weekend approaches and the summer vacation season ramps up, we want to keep our community members safe, and make sure people are doing the one thing that can save them in a crash: buckling up,” said Connecticut department of transportation commissioner Joseph Giulietti in a press release. “Seat belts save lives, and everyone—front seat and back, child and adult—needs to remember to buckle up, every trip, every time.”

According to the NHTSA, there were 10,076 unbuckled passenger vehicle occupants killed in crashes in the United States in 2017. Almost 57 percent of young adults ages 18 to 34 killed in crashes were completely unrestrained, and 59 percent of pickup truck occupants who were killed were not buckled up.

In Connecticut, statewide seat belt use increased to 92.1 percent in 2018, up from 90.3 percent in 2017.

“We are encouraged by the compliance rate increase, which shows us that heightened enforcement efforts do, in fact, work,” added Giulietti in a press release. “Law enforcement officials will be out on Connecticut’s roads and will be issuing citations to those who are unbuckled.”

Connecticut law requires all drivers and passengers in the front seat, regardless of the occupant’s age, as well as all children under 16 in all positions to wear seatbelts. Fines start at a minimum of $92 for first offense.
